Buried in the City of Springfield’s official guidance on sewer laterals is a sentence every local homebuyer should read before their inspection period starts: the Environmental Services Department “highly recommends that all homebuyers schedule a sewer lateral inspection to identify any issues before any new home purchases.” The city pegs the typical cost around $200 — and notes it could save thousands.

Cities don’t usually hand out purchase advice. This one does because of two rules of Springfield plumbing life colliding.

Rule 1: The Lateral Is the Owner’s Problem

The pipe from the house to the city main belongs to the property owner — repairs, maintenance, all of it. The city fixes the main; the owner fixes the lateral. Close on a house with a failing lateral and the failure conveys with the deed.

Rule 2: The Housing Stock Is Old Where It Counts

Springfield’s pre-1970s homes overwhelmingly sit on clay-tile or Orangeburg laterals — materials now at or past their design life. A lateral can be one root season from backup and still drain fine on showing day, and the standard home inspection has no way to see it: general inspectors run water and watch; only a camera looks inside the pipe.
