Who Owns What

Per the City of Springfield’s Environmental Services department: the lateral — the pipe connecting your home to the public main — is the property owner’s responsibility to repair and maintain when it breaks or blocks. The main is the city’s. Problems you believe are in the main (or surfacing in streets and alleys) get reported to the city; problems in the lateral get a licensed plumbing professional.

The Sanitary Sewer Lateral Loan Program

The city runs a Sanitary Sewer Lateral Loan program through Environmental Services for necessary connections or repairs to privately owned laterals “that might not otherwise be financially feasible for property owners.” If a major repair estimate lands beyond the budget, this program is the first phone call — details and current terms are on the city’s Sewer Laterals page (springfieldmo.gov) or through Environmental Services.

The City’s Advice to Homebuyers

Springfield’s official guidance recommends all homebuyers schedule a lateral inspection before purchase (~$200 typical, per the city), performed by a licensed plumbing professional with camera equipment, and advises collecting multiple estimates for any repair work.
